MANGOCHI (Planet Defence) - A renewed push to safeguard fish biodiversity in Lake Malawi has brought together key stakeholders under the UNESCO Fish Conservation Initiative, with government security agencies committing to stronger, coordinated enforcement to curb illegal fishing and protect the lake’s fragile ecosystem writes Elijah Katantha from Mangochi.

This development was highlighted during a stakeholder consultative meeting held in Monkey Bay, where officials from the Malawi Maritime Forces and the Marine Police engaged with conservation institutions, including the Department of National Parks and Wildlife and the Department of Fisheries.

The meeting convened representatives from Lake Malawi National Park, the Namiyasi Monitoring, Control and Surveillance (MCS) Centre, and other partners, all aligning on the urgent need to intensify joint enforcement operations to address unsustainable and illegal fishing practices threatening fish stocks.

Extension workers also presented progress reports for the previous quarter, outlining key achievements, conservation challenges, and priority areas requiring stronger collaboration to sustain fisheries resources and protect aquatic ecosystems.

The renewed commitment follows a recent joint operation that led to the confiscation of 200 illegal fishing nets—highlighting both the scale of environmental pressure on the lake and the determination of stakeholders to reverse the trend. The operation underscored the critical importance of inter-agency coordination, intelligence sharing, and a unified enforcement system in advancing fisheries conservation.

Speaking at the meeting, Officer-in-Charge for Marine Police at Monkey Bay, Emma Ngosi, emphasized her office’s readiness to work closely with the Department of Fisheries in enforcement efforts. She noted that long-term conservation success depends on supporting fishing communities with sustainable livelihood options, which in turn reduces illegal activities.

Major Limbani Chirwa of the Malawi Defence Force (MDF), Acting Director at the Monkey Bay Maritime Forces, also pledged support, highlighting the availability of boats and personnel to strengthen enforcement operations aimed at protecting fisheries resources and preserving aquatic biodiversity.

On her part, Ripple Africa Project Manager for the UNESCO project, Mercy Gama, commended stakeholders for their continued commitment and reaffirmed the organization’s support toward conservation-driven enforcement initiatives that protect fish stocks while promoting sustainable livelihoods.

The meeting also included participation from Sustainable Cape Maclear, further reinforcing the importance of multi-stakeholder collaboration in conserving Lake Malawi’s unique biodiversity.

Lake Malawi National Park, the first underwater protected area declared a UNESCO World Heritage Site in 1984, is home to over 1,000 species of cichlids—most of which are endemic and found nowhere else in the world. This makes the lake one of the most biologically significant freshwater ecosystems globally.

As pressure on fish resources intensifies due to overfishing, habitat degradation, and climate-related impacts, stakeholders emphasized the urgent need for strengthened conservation measures, community engagement, and sustainable fisheries management. Protecting Lake Malawi is not only vital for biodiversity but also for the livelihoods and food security of millions who depend on its resources.

MONKEY BAY, Mangochi (Planet Defence) - The First Grade Magistrate Court sitting at Monkey Bay has convicted and sentenced two fishermen, Ayati Binali (42)and Allan Lucius (38), for using prohibited Mikacha fishing nets on Lake Malawi, in violation of the Fisheries Conservation and Management Act of Malawi writes Elijah Katantha.

The two were each fined K600,000, or in default, to serve 18 months’ imprisonment.

According to State Prosecutor Sub-Inspector John Pwitika, the offence occurred on October 31, when marine police officers patrolling the Masasa Beach area near Malabwe found the two using illegal gear. Upon spotting the officers, the fishermen fled, abandoning their nets, but later surrendered to the police. They were taken to Monkey Bay Police Station for further questioning and prosecution.

In delivering judgment, First Grade Magistrate Lawrence Mangani observed that while the government and its partners continue to invest in conserving fish resources in Lake Malawi and other water bodies, some individuals persist in undermining these efforts.

“Illegal fishing not only threatens the sustainability of fish stocks but also weakens the collective efforts of law-abiding fishers, conservationists, and community partners striving to preserve our aquatic ecosystems,” said Magistrate Mangani.

Following the conviction, the court ordered that all confiscated Mikacha nets be destroyed under the supervision of officials from the Department of Fisheries and Ripple Africa, as a deterrent to other would-be offenders.

District Fisheries Officer for Mangochi, William Chirwa, commended the court’s ruling, describing it as a significant step toward enforcing fisheries legislation and promoting sustainable fishing practices.

“This judgment sends a clear message that illegal fishing will not be tolerated. It reinforces our shared responsibility to protect Lake Malawi’s fisheries, which are central to food security, biodiversity conservation, and local livelihoods,” said Chirwa.

Ripple Africa District Programmes Manager, Robert Manthonyera, also welcomed the decision, emphasizing that effective fisheries management requires strong law enforcement coupled with active community involvement.

“We appreciate the continued collaboration between the judiciary, police, and fishing communities. Combating illegal, unreported, and unregulated (IUU) fishing is vital to restoring fish stocks and sustaining livelihoods that depend on Lake Malawi,” he said.

He further urged local fishers and beach village committees to embrace co-management approaches, observe closed fishing seasons, and use legal fishing gear in compliance with national and regional policies.

This ruling aligns with Malawi’s National Fisheries and Aquaculture Policy (2021–2030) and the Fisheries Conservation and Management Act (1997), both of which promote sustainable utilization, biodiversity conservation, and community-based management of aquatic resources. It also supports broader continental and global frameworks, including the African Union’s Blue Economy Strategy (2020), which seeks to harness Africa’s aquatic and marine resources for inclusive growth and environmental resilience, the SADC Fisheries Protocol, and the United Nations Sustainable Development Goal 14 (Life Below Water), which calls for the conservation and sustainable use of oceans, seas, and inland waters.

MANGOCHI, Malawi (Planet Defence) - Mangochi District Council has officially launched the annual fishing closed season, an initiative designed to protect fish during their breeding period, restore declining stocks, and ensure the long-term sustainability of aquatic ecosystems within Lake Malawi and surrounding water bodies writes Elijah Katantha.

The launch ceremony, held on Thursday at Nkali Beach, brought together stakeholders from government departments, traditional leadership, development partners, and fishing communities. The event was presided over by District Commissioner Davie Chigwenembe, with the presence of Senior Chief Mponda, Dr. Davie Khumbanyiwa representing the Director of Fisheries, the District Fisheries Officer, and partners such as Ripple Africa, Nyampesi Fish Products Ltd, and Fish Land Ladies, among others.

According to the Department of Fisheries, the closed season provides a critical window for fish spawning and replenishment, ensuring the perpetuation of fish species and supporting the country’s broader blue economy goals.

• Lake Malawi will be closed from 1st November to 31st December 2025.

• Lake Malombe will be closed from 1st October to 31st December 2025.

• For commercial fishers, the closure will run from 1st December 2025 to 28th February 2026.

In his address, District Commissioner Chigwenembe emphasized that the closed season is a strategic conservation measure, not a punitive one.

“This closed season is not about punishing our fishers, but about securing their future. If we all comply and support enforcement, we can restore our fish stocks and make fishing sustainable for generations to come,” he said.

He commended the joint efforts of fisheries officials, traditional leaders, and conservation partners like Ripple Africa, highlighting that community participation and compliance are key to achieving sustainable aquatic resource management.

Representing the Director of Fisheries, Dr. Khumbanyiwa reaffirmed the department’s commitment to working closely with local communities and partners to promote sustainable fisheries management.

“Our fisheries resources are national assets, and their protection requires everyone’s contribution. The closed season is vital for maintaining the balance of our aquatic ecosystems and supporting livelihoods that depend on them,” he noted.

Senior Chief Mponda also pledged his continued support in enforcing fishing regulations in collaboration with beach village committees, the police, and fisheries officers.

“As chiefs, we have a responsibility to ensure our people respect this closed season. We must protect what sustains us,” he emphasized.

Allan Katola, Fisheries Officer at the Namiyasi Inspectorate, said the closed season complements ongoing conservation initiatives that have already reduced illegal fishing through joint patrols and community sensitisation. He praised Ripple Africa for empowering local structures and supporting the enforcement of fisheries by-laws.

The launch event featured drama, traditional Gule Wamkulu dances, and poetry performances—all conveying messages on the importance of compliance with fisheries regulations and the role of the closed season in ensuring ecological balance.

Authorities reiterated that the fishing closed season remains one of Malawi’s most effective fisheries management tools, promoting fish spawning, species regeneration, and the sustainability of the blue economy—balancing natural resource conservation with the livelihoods of fishing communities along Lakes Malawi and Malombe.

MANGOCHI / LILONGWE, Malawi (Planet Defence) – The Ministry of Natural Resources and Climate Change, through the Department of Fisheries, has launched the 2025 Annual Fisheries Survey across all major water bodies in Malawi. The exercise began today and will continue for seven days, concluding on 7th September 2025 writes Elijah Katantha.

Ahead of the roll-out, all district council offices conducted briefing sessions with data enumerators to prepare them for the important task. These preparatory meetings were aimed at ensuring consistency and accuracy in data collection across the country.

The annual frame survey is a vital monitoring tool used to assess fish stocks and track fisheries trends. According to Senior Deputy Director of Fisheries, Dr. Maxon Ngochera, the main objective is to collect critical fishing effort statistics. These include the number of fishers—both gear owners and crew members—as well as the number and types of fishing crafts and fishing gear used.

Dr. Ngochera further outlined the specific objectives of the survey which include providing baseline data to identify sampling sites for the Catch Assessment Surveys (CAS) and the Malawi Traditional Fisheries (MTF), generating raising factors for estimating fish production, and collecting information that supports development planning by government institutions, NGOs, and other stakeholders.

“This data is essential not only for planning but also for guiding the sustainable management of our fisheries resources,” said Ngochera.

Another key focus of the 2025 survey is to capture gender- and age-disaggregated information related to fishing activities. The data collected will also help in the effective regulation and management of fishing efforts, using appropriate fisheries laws and policies.

In field interviews with Planet Defence, fisheries officers across the country underscored the importance of the survey. Titus Phiri, of the Monkey Bay Fisheries Research Unit, emphasized the pressure that lakes and rivers face due to overfishing, climate change, and rising demand for fish.

“Our lakes and rivers continue to face pressure from overfishing, environmental changes, and increasing demand for fish. With this survey, we are able to safeguard the future of Malawi’s fisheries and the livelihoods they support,” Phiri said.

William Chirwa, the District Fisheries Officer for Mangochi, said the district stands to benefit significantly from the data generated by the survey.

“Mangochi is one of the country’s key fisheries districts, contributing significantly to both local consumption and the national economy. This survey allows us to understand how our fish stocks are performing and to identify challenges that need immediate intervention,” said Chirwa.

In Likoma, District Fisheries Officer Chikopa Lonjezo expressed satisfaction with the district’s readiness.

“We had enough time to prepare for the frame survey here at Likoma,” Lonjezo stated.

Meanwhile, in Karonga, District Fisheries Officer Trasicizio Nguluwe confirmed that their team had also made a strong start.

“We started well. We held a briefing today with the enumerators, and they have been instructed on what they are required to do in terms of data collection. We are also using the KoboCollect app for data gathering,” Nguluwe said.

In Nkhotakota and Salima, preparations were also reported to be on track, with enumerators expected to work closely with fishing communities across multiple landing sites. Fisheries officials highlighted the importance of community cooperation to ensure the accuracy of the data collected.

In a separate interview, Professor Sosten Chiotha of Leadership for Environment and Development (LEAD), a regional environmental think tank, emphasized that fisheries surveys should go beyond just fish counts. He noted that surveys should also examine catch volumes, species diversity, fish class sizes, and the enforcement of regulations—all of which are essential for informing effective policy interventions.

“Under the Lake Chilwa Basin Climate Change Adaptation Programme, we redefined fish yield as an indicator of water body productivity. You can assess whether catches are increasing or declining over time, which helps determine whether policy interventions are effective,” said Professor Chiotha.

He explained that sometimes fish catches may increase during closed seasons, even with the same level of fishing effort. This, he said, provides an opportunity to compare and evaluate the effectiveness of seasonal restrictions.

“In addition, we must analyze species composition in the catch—such as Chambo, Milamba, and Usipa—to assess species-level diversity. It’s also important to monitor the class size of the fish, whether they are juveniles, sub-adults, or mature adults, and record their weight in kilograms. This data helps us understand if we are catching juvenile fish, which directly affects the long-term sustainability of fish populations,” he added.

Professor Chiotha concluded by stressing that these aspects must be incorporated into the annual fisheries data collection process to ensure more informed and sustainable management of Malawi’s aquatic resources.

With Lakes Malawi, Malombe, and Chilwa serving as critical lifelines for thousands of households, findings from this year’s survey are expected to inform not only national fisheries policy but also district-level resource management strategies. These insights will play a key role in ensuring that Malawi’s fisheries continue to support both current and future generations.

Logistical and financial support for the annual frame survey has been provided by the Government of Malawi through the “Other Recurrent Transactions” cost center. Additional support has come from district councils and development partners such as Ripple Africa, CISONECC/TROCAIRE, and Mzuzu University.

MONKEY BAY, Malawi (Planet Defence) - In a decisive community-led operation, residents of Chilombo Village in Monkey Bay have confiscated an illegal fishing net known locally as Nkacha, in an effort to protect Lake Malawi’s aquatic life and promote sustainable fishing. The initiative was carried out by the Chilombo Beach Village Committee (BVC), in collaboration with local community policing members and fisherfolk writes Elijah Katantha.

The operation followed growing concerns about unsustainable fishing practices along the shores of Lake Malawi, which threaten the livelihoods of thousands of families who rely on fishing as their main source of food and income. Nkacha nets are especially destructive because they are often used in shallow waters, indiscriminately trapping both mature and juvenile fish, and damaging vital breeding grounds.

During a night patrol, the team successfully seized a 430-metre-long Nkacha net that had been illegally deployed in the lake. The net was handed over to the Department of Fisheries, which has since filed the case with law enforcement authorities. The matter is expected to be heard soon at the Mangochi Magistrate’s Court, under provisions of the Fisheries Conservation and Management Act.

Chairperson of the Chilombo BVC, Mrs. Catherine Kandapo, applauded the unity shown by community members in the effort and emphasized the importance of protecting local resources.

“This lake is our natural heritage. If we allow illegal fishing to continue, we are risking the future of our food and nutritional security, as well as our incomes,” Kandapo said. “We all have a role to play in safeguarding what nature has given us.”

Group Village Head (GVH) Chilombo also commended the team for their action, saying his area has long struggled with illegal fishing. He expressed satisfaction that local structures were now taking a stand against such practices.

“As a traditional leader, I’m proud to see this kind of initiative. Our area had been associated with illegal nets, but now we are showing that we can change,” he said.

Community Policing Chairperson Richard Mvura praised the coordination among different groups during the patrol, stating that enforcement of environmental laws must start at the grassroots.

“We are proud to stand with the BVC and the people of Chilombo. This is not just about law enforcement—it’s about protecting our shared future. When communities work together like this, we send a strong message that environmental destruction will not be tolerated,” he said.

Representatives from the Department of Fisheries, Lake Malawi National Park, and Ripple Africa were also present during the handover of the net and praised the community for taking ownership of conservation efforts. Fisheries Assistant Officer Eddah Gondwe said the action taken by Chilombo sets a positive example for other fishing communities around the lake.

“Chilombo is setting an example. Sustainable fishing begins with local ownership and community responsibility. We encourage others to follow suit,” Gondwe said.

Lake Malawi, one of the world's most biodiverse freshwater lakes, continues to face mounting threats from overfishing, illegal gear, and environmental degradation. According to the Department of Fisheries, community involvement is key to reversing these trends and ensuring fish populations recover.

Following the operation, members of the Chilombo BVC have pledged to increase awareness campaigns, conduct regular patrols, and encourage compliance with fisheries regulations. Many community members also participated in transporting the confiscated gear, showing visible pride in their role.

“We want our children to fish in this same lake, not just hear stories about it,” said fisherman Austin Chirwa, one of the residents involved in the operation.

With continued collaboration between government, NGOs, and local communities, initiatives like this one in Chilombo are proving that grassroots action can be a powerful tool in protecting Malawi’s natural resources for future generations.

MONKEY BAY, Mangochi (Planet Defence) — A group of students from DMI St. John the Baptist University recently embarked on an eye-opening educational visit to the Ripple Africa Fish Conservation Project at Lake Malawi National Park writes Elijah Katantha.

This initiative, a collaborative effort between Ripple Africa, the Department of National Parks and Wildlife, and the Department of Fisheries, focuses on the sustainable management of aquatic fisheries resources within the park, which is a designated UNESCO World Heritage Site.

During the visit, students engaged with members of the Nkhudzi Beach Village Committee (BVC) and the Village Natural Resources Committee (VNRC). These local groups play a pivotal role in grassroots conservation efforts, working closely with stakeholders to protect fish populations and maintain the integrity of the aquatic ecosystem.

The visit began with a warm welcome from Mercy Gama, Programme Manager at Ripple Africa. She delivered an informative presentation on the background of the organization and the goals of the Fish Conservation Project, emphasizing the importance of community involvement in natural resource management. Gama highlighted how Ripple Africa empowers local communities to take ownership of environmental stewardship and sustainable practices.

One student expressed appreciation for the learning experience, saying:

“We are grateful to Ripple Africa for giving us this opportunity to engage with communities actively involved in conserving the environment, especially in managing fisheries resources. It has expanded our understanding of real-world community development work.”

Following the interactive session with the committees, students continued to Cape Maclear, where they explored the scenic landscapes of Lake Malawi National Park. Known for its rich biodiversity and endemic freshwater species, the park offered students a chance to witness firsthand the habitats Ripple Africa and its partners are working hard to protect.

The visit took place at Mvunguti Beach and brought together representatives from the UNESCO Malawi Office, Department of Fisheries, DNPW, the University of Malawi, Ripple Africa, and members of the media. It provided a platform for stakeholders to engage directly with community-based structures, including the Beach Village Committee (BVC) and the Village Natural Resources Committee (VNRC), to assess project progress, share success stories, identify challenges, and chart the way forward.

Welcoming the delegation, local leaders and committee members shared insights on the tangible impact the project has had in conserving fisheries resources within Lake Malawi National Park, a UNESCO World Heritage Site. Emphasis was placed on the protection of endangered cichlid species unique to Lake Malawi.

As part of the tour, the delegation also visited several households where Ripple Africa has introduced the Changu Changu Moto (CCM) energy-efficient cooking stoves. Community members praised the initiative, noting that the CCM stoves significantly reduce firewood consumption, cut down cooking times, and ease the burden of household chores for women — resulting in improved livelihoods and environmental conservation.

Later in the day, stakeholders convened a meeting at the Lake Malawi National Park offices to discuss key project challenges, particularly the increasing issue of encroachment into designated fish breeding zones. Associate Professor Bosco Lusuwa from the University of Malawi’s School of Natural and Applied Sciences highlighted the urgent need to protect the lake’s endemic cichlids from extinction.

"Cichlids are unique to Lake Malawi, and it is our collective responsibility to protect them before they vanish. Conservation efforts must be collaborative and persistent," said Professor Lusuwa.

Chief Fisheries Officer for Monitoring and Control Surveillance (MCS), Davison Khumbanyiwa, acknowledged the rise in illegal fishing activities but affirmed the department’s commitment to enforcement efforts.

“We commend Ripple Africa for supporting our department with resources to curb illegal fishing. While enforcement remains a challenge due to encroachment, we are doing our best,” Khumbanyiwa said.

Following the discussions, the stakeholders agreed on several strategic actions, including strengthening enforcement patrols, intensifying community awareness and education campaigns, and engaging traditional leaders and the media to drive behavioral change among fishing communities.

Ripple Africa was widely praised for its sustained technical and financial contributions to the project, enabling the implementing departments to promote sustainable fisheries management and biodiversity conservation effectively.

The visit reaffirmed the stakeholders’ collective commitment to safeguarding Malawi’s natural heritage and promoting long-term environmental sustainability through community-led initiatives.

LIWONDE, Malawi (Planet Defence) – In the remote villages surrounding Liwonde National Park, which spans the districts of Machinga, Mangochi, and Balaka, the daily struggle to access clean and safe water is gradually becoming a thing of the past. This transformation is thanks to community development interventions led by African Parks, aimed at improving the livelihoods of people living within a five-kilometer radius of the park writes MAUREEN KAWERAMA.

For Grace Daniel, a 32-year-old mother of four from Nampesya Village, Traditional Authority (T/A) Sitolo in Machinga, the recent installation of piped water powered by solar pumps has been life-changing.

“I used to wake up before dawn and walk for an hour to fetch water from the Likwenu River, sometimes returning empty-handed due to crocodile threats,” she recalls. “My children were often late for school, and we regularly suffered from diarrhoea due to drinking unsafe water. But now, we have clean, safe water right in our village—thanks to African Parks.”

Grace’s story reflects a broader transformation. Since assuming management of the park in 2016, African Parks working in partnership with the Department of National Parks and Wildlife has been investing in water, sanitation, and hygiene (WASH) initiatives to support local communities. Each year, the park’s management installs at least two solar-powered boreholes and two hand-pumped water points in villages surrounding the park.

According to Chiliritso Kasipa, the park’s Community Development and Extension Manager, the initiative was born out of urgent necessity.

“We received many reports of crocodile attacks—mostly involving women collecting water from rivers,” Kasipa explains. “There were also incidents involving other wildlife. Our goal was to provide safe, reliable, and dignified water access to reduce these risks.”

The impact has been profound—not only in reducing human-wildlife conflict, which was once rampant, but also in improving public safety, health, and household harmony.

Stella Mateyu, 33, another beneficiary from Machinga, beams as she balances a bucket of water on her head.

“Thanks to African Parks, we now have clean water and no longer fear crocodile attacks,” she says. “Before, my family suffered from frequent diarrhoea and even cholera. Today, we are healthy, safe, and happy.”

So far, dozens of water access points have been installed across the three districts. The initiative has brought more than water—it has restored dignity, improved health outcomes, and enhanced the quality of life, especially for women and children.

As the sun rises over the tall grasses and winding rivers of Liwonde National Park, it now illuminates more than just protected wildlife. It shines on stronger, safer, and healthier communities—a testament to what’s possible when conservation and community development work hand in hand for a shared future.

The event, held at Masanje Beach, brought together community members from Chindongo, Mpeta, Bakili, and Masanje villages under the theme: “Compliance to Fisheries Rules and Regulations: A Key to Fish Abundance.”

In his opening remarks, GVH Chindongo emphasized the need to protect Lake Malawi’s fisheries resources by adhering to the closed fishing season and eliminating illegal fishing practices.

"This gathering is a step towards safeguarding our fish stocks and livelihoods. I thank everyone here today for supporting this important cause," he said.

Sub-Traditional Authority Chiwalo, the Guest of Honor, commended GVH Chindongo’s leadership and called on other chiefs to follow his example.

Elizabeth Ngulande, Fisheries Officer for the area, underscored the significance of following fishing regulations to allow fish stocks to regenerate. She warned against the use of illegal fishing gear and promised strict enforcement through patrols and confiscations.

Ripple Africa’s Field Coordinator in the area, applauded the collaborative efforts of the Beach Village Committees (BVCs) and other stakeholders, including the Department of Fisheries, Lake Malawi National Park, and local development committees.

MANGOCHI, Malawi (Planet Defence) – Ripple Africa, through the UNESCO Fish Conservation Project, is enhancing its efforts to protect Lake Malawi National Park (LMNP) by holding quarterly planning meetings aimed at reviewing progress, addressing challenges, and fostering collaboration among stakeholders.

These meetings aim to consolidate project successes and align future activities with the initiative’s objectives, writes Elijah Katantha from Mangochi.

Speaking during the latest Quarterly Reporting and Planning meeting at the IECIDA Hall in Monkey Bay, Mercy Gama, Project Manager for the UNESCO Fish Conservation Project, emphasized the importance of these gatherings.

"These meetings are vital as they bring all implementing partners together to share successes, address challenges, and plan activities aligned with our objectives," she stated. Gama also highlighted the need for proper planning and reporting by extension workers to ensure the project's goals are achieved.

McPhillip Mwithokona, Division Manager for Upper Shire in the Department of National Parks and Wildlife, lauded Ripple Africa for organizing the meetings. He noted that such collaborative platforms are crucial for tackling issues like encroachment in LMNP, where endangered Cichlids (Mbuna fish) are being overexploited as bait.

Similarly, Mangochi District Fisheries Officer, William Chirwa, praised Ripple Africa for its support and called on Beach Village Committees (BVCs) to conduct regular patrols to confiscate illegal fishing gear and enforce fisheries regulations. "These efforts are essential for protecting fisheries resources and ensuring sustainable practices," he added.

Robert Manthonyera, Ripple Africa’s District Programs Manager, reinforced the need for collaboration among sectors, including Fisheries, Parks and Wildlife, and Ripple Africa.

"Empowering communities is central to achieving the project’s objectives," he said, urging extension workers to encourage BVCs to intensify their conservation efforts through patrols and community sensitization.

The Fish Conservation Project, now in its second phase, focuses on empowering communities to sustainably manage fisheries resources. Activities include community sensitization meetings, regular patrols to confiscate illegal fishing gear, establishing fish sanctuaries, implementing self-financing mechanisms, and raising tree nurseries.

Funded by UNESCO, the project is implemented in partnership with the Departments of Fisheries, National Parks and Wildlife, and Ripple Africa. It continues to play a pivotal role in conserving the biodiversity of Lake Malawi and supporting livelihoods that depend on the lake’s fisheries.

MANGOCHI, Malawi – The Malindi Sub Fisheries Association (Sub FA), located in Senior Chief Chowe’s area in Mangochi District, has successfully confiscated two large mosquito nets being used for illegal fishing in Lake Malawi. The operation, conducted in November, aimed to address rising cases of illegal fishing in the area writes Elijah Katantha in Mangochi.

The confiscated nets, measuring 100m and 120m respectively, were seized during a patrol at Chindamba Beach in the Malindi area. The patrol was a joint effort involving the Sub FA, community policing forums, the Malawi Police Service, and local fishers.

Mr. Kaifa Samama, Secretary of the Sub FA, stated that the operation was part of their efforts to combat illegal fishing practices. “As a Sub FA, we thought it wise to plan and conduct this patrol to confiscate these illegal fishing gears so that others can learn a lesson,” he said.

Misuse of Mosquito Nets on the Rise

The increasing use of mosquito nets for fishing has raised concerns among authorities. The distribution of nets by the Ministry of Health earlier this month has reportedly led to some recipients selling the nets to fishers, who then use them for illegal fishing.

According to Mr. William Chirwa, District Fisheries Officer for Mangochi, the misuse of mosquito nets poses a significant threat to fish conservation efforts. “If we are to address illegal fishing in the district, Sub FAs must continue to conduct patrols and confiscate illegal fishing gears. This effort must be scaled up across all beaches in the district,” he said.

The confiscated nets are being held by the authorities pending court proceedings. Offenders will face fines in accordance with the Fisheries Conservation and Management Act of 1997.

Community Leads Conservation Efforts

The operation has drawn praise for its collaborative approach. Mr. Chirwa commended the Sub FA’s leadership and the active involvement of the community in protecting Lake Malawi’s fisheries resources. “It has shown that communities are indeed the custodians of fisheries resources and must be at the forefront of conservation efforts,” he noted.

The Chowe Sub FA, along with its Beach Village Committees (BVCs), receives technical and financial support from the Department of Fisheries and Ripple Africa through the Fish Conservation Project. The project aims to empower local communities to sustainably manage and conserve fisheries resources while fostering a sense of ownership.

Sustaining Fisheries for Future Generations

With pressure mounting on Lake Malawi’s fish stocks, such enforcement activities are critical for ensuring sustainable fishing practices. Community-driven initiatives like those by the Malindi Sub FA demonstrate the importance of local engagement in safeguarding natural resources.

Authorities are urging other Sub FAs to replicate these efforts across the district to preserve fish stocks for future generations and support conservation efforts in Lake Malawi.

SALIMA, Malawi (Planet Defence) - While fish catches on many shores of Lake Malawi have dwindled due to the climate crisis and overfishing, Mbenje Island in Salima District has managed to maintain a steady supply of fish. This success is largely due to the islanders' traditional stewardship practices, which emphasize sustainable fishing, including the recommended minimum fish size of 250 grams for consumption writes Owen Nyaka.

Located in the middle of Lake Malawi, Mbenje Island attracts fishermen from across the country, particularly from Lakeshore districts such as Mangochi, Nkhotakota, Rumphi, Nkhatabay, Karonga, Likoma, and Chizumulu islands.

However, despite its role as a fishing hub, Mbenje Island—under the jurisdiction of Traditional Authority Makanjira—lacks basic sanitation facilities, including toilets, which has become a growing concern for the community.

Rabisoni Chipangula, Secretary of the Mbenje Island Committee and Chairperson of Chikombe Beach Village Committee (BVC), expressed his frustration about the absence of toilet facilities on the island. He pointed out that while Malawi joins the world in commemorating World Toilet Day, a UN initiative to raise awareness about the global sanitation crisis, Mbenje Island’s needs have gone unmet for nearly two decades.

“For almost 24 years, we’ve been appealing for help in building modern toilets, but the situation remains unchanged,” Chipangula said. “The island is rocky, making it impossible to dig latrines. We have approached partners like RIPPLE Africa, USAID through the REFRESH program, and the Salima District Council for assistance, but there has been no response. Just yesterday, health workers from Salima District Hospital visited to distribute mosquito nets, and they themselves witnessed the dire state of sanitation on the island.”

Currently, fishermen on Mbenje Island have resorted to using a designated area as a makeshift toilet. Chipangula emphasized that sanitation facilities are a critical part of public health and well-being, yet millions of people around the world—including the communities on Mbenje Island—continue to face poor sanitation conditions. According to the WHO/UNICEF Joint Monitoring Program, over 50 million people in the SADC region still practice open defecation.

Poor sanitation and hygiene in Malawi cost the country an estimated $57 million annually, or 1.1% of its GDP, according to UNICEF's 2020 report. These conditions contribute to the deaths of approximately 842,000 people due to inadequate Water, Sanitation, and Hygiene (WASH) services.

Chipangula also noted that Mbenje Island’s fishing bylaws are designed to allow both fish production and agriculture to thrive. Fishermen on the island typically stay from April to November, when fishing season opens. During the offseason, they engage in agricultural production, which helps to sustain the community. This year, approximately 3,000 fishermen were on the island at the start of the season, with numbers growing during peak fishing months.

Amakhosi Jere, Deputy Country Director for the Restoring Fisheries for Sustainable Livelihoods in Lake Malawi (REFRESH) project—funded by USAID—explained that Salima District Council is the primary authority for addressing service delivery issues, including sanitation. He noted that the REFRESH project provided support in terms of training and capacity building, but the responsibility for building sanitation infrastructure lies with local authorities.

“Salima District Council is best placed to comment on issues of service delivery,” Jere said. “We have helped to highlight the gaps, but the responsibility for addressing these issues falls to the local government.”

Both RIPPLE Africa and Salima District Fisheries have confirmed that Mbenje Island lacks proper toilet facilities, and they acknowledge that the community’s requests for help have been long overdue. Patrick Zakeyo, the District Fisheries Officer, shared that while his office has raised concerns with the relevant authorities, they do not have the resources to construct toilets on the island. He suggested that a self-financing model—where local authorities collect fees from fishermen to fund the construction of toilets—could be a possible solution.

In nearby Nkhotakota District, BVCs have successfully generated revenue from toilet facilities, which has been used to improve sanitation infrastructure. Last year, Mbenje Island authorities visited these areas to learn from their experience.

A visit to Mbenje Island reveals the challenges faced by the community. While the island itself lacks toilet facilities, Chikombe Beach, which serves as a transit point to Mbenje, has seen the construction of several toilets through the Sustainable Fisheries and Aquaculture Development Project, an African Development Bank-funded initiative supporting infrastructure development along the lakeshore.

Historically, Mbenje Island was home to a permanent population who lived in grass-thatched houses made from sticks and mud. The island was considered sacred by its inhabitants, and people believed that killing a snake—an endemic species on the island—would bring storms as punishment. To appease the spirits, the island’s chief, Makanjira, initiated sacrifices and regulations.

Though much has changed over the centuries, including the migration of many former island residents to Chikombe Beach, traditional practices remain strong. For example, the closed fishing season is still strictly enforced, and the island’s bylaws prohibit women from visiting the island to avoid angering the spirits that are believed to reside there.

MANGOCHI, Malawi (Planet Defence) – The Mangochi District Fisheries Office has commenced this year’s Annual Fisheries Frame Survey, which runs from September 24th until Friday this week writes Elijah Katantha in Mangochi.

The survey, mandated by the Fisheries Act, is conducted by the Department of Fisheries Research Unit (FRU) in Monkey Bay, Mangochi, and covers all districts bordering Malawi’s five main water bodies: Lake Malawi, Lake Chiuta, Lake Chirwa, Lake Malombe, and the Shire River.

Conducted each September, the survey aims to gather critical data on the number of fishers, fishing crafts (boats and canoes), and gears used within the fisheries sector. It also captures demographic information on the men, women, and youths employed in the fisheries sector, as well as details on the fish processing technologies used along the lakeshore communities.

During a briefing at the Mangochi District Fisheries Office, Salim Mbalaka, Principal Fisheries Research Officer at Monkey Bay Capture Fisheries Center, underscored the importance of the survey.

He emphasized that conducting the survey is a mandated duty of the Department of Fisheries through the FRU, urging officers to collect accurate data within the stipulated five-day period.

“The data collected from the survey informs departmental decision-making and policy formulation,” said Mbalaka. “Let’s take this year’s annual frame survey very seriously and pay close attention, especially since there have been changes to the data collection forms due to factors such as rising water levels in Lake Malawi.”

Rashid Sadik, a small-scale fisherman from Chilembwe Beach in the area of Senior Chief Namkumba, acknowledged the survey’s importance.

“As a fisherman, I am aware of this survey and its significance, which is why I have provided all the necessary information to the enumerator,” Sadik told Planet Defence.

This year’s survey is being conducted by officers from the Department of Fisheries in collaboration with Ripple Africa, with financial support from the Food and Agriculture Organization of the United Nations (FAO) and Ripple Africa. The collected data will play a vital role in shaping fisheries management and policy decisions moving forward.

LILONGWE, Malawi (Planet Defence) – The Restoring Fisheries for Sustainable Livelihoods (REFRESH) Project, a five-year USAID-funded initiative launched in October 2019, held a close-out dissemination workshop today to share the project's outcomes and insights, reports Planet Defence Correspondent Sara Saulosi.

The workshop aimed to present key findings, discuss challenges, engage stakeholders, and provide recommendations for future fisheries programming.

Led by Pact Malawi, in partnership with other organizations, the REFRESH project focused on rebuilding fish populations, particularly the prized Chambo species, while empowering local communities to manage fisheries through agreements granting user rights. Over 496 beach village committees were established to take charge of water resource management.

Key milestones included the implementation of the fisheries devolution plan, which transferred management responsibilities to district councils.

However, a setback was noted as the Fisheries Act, meant to reflect these new management structures, remains under revision. Dr. Daniel Jamu, Pact Malawi’s Chief of Party, expressed optimism that the Act would soon be updated.

Joseph Magwira, Principal Secretary in the Ministry of Natural Resources and Climate Change, confirmed that the bill is ready and will soon be reviewed by the Ministry of Justice before being presented to Parliament.

USAID's Deputy Mission Director, Michael Rossman, praised the project’s achievements and reiterated USAID’s commitment to supporting Malawi’s sustainable fisheries efforts.

The REFRESH project, funded with a $12 million USAID grant, has contributed to restoring Lake Malawi’s biodiversity and bolstering the livelihoods of lakeshore communities.

As the project concludes, stakeholders remain hopeful that its successes will continue to support the long-term, ecosystem-based management of Lake Malawi's rich and diverse fisheries resources.

DOWA, Malawi (Planet Defence) – The National Water Resources Authority (NWRA) has raised concerns that encroachment and other human activities are severely undermining efforts to sustainably manage the country's water resources, potentially worsening the impacts of climate change, particularly during flood episodes writes Sarah Saulosi.

Dr. Dwight Kambuku, Chief Executive Officer of the NWRA, made these remarks on the sidelines of a 2024/25 rainy season prediction. Experts have forecasted that the season will be characterized by normal to above-normal rainfall patterns due to La Niña, which could result in widespread and significant weather impacts across the country.

Kambuku highlighted that encroachment on water catchment areas and riverbanks, illegal settlements, unsustainable agricultural practices, and illegal sand mining not only jeopardize water quality and availability but also exacerbate communities' vulnerability to climate-induced disasters like floods.

"The laws are clear: no agricultural or infrastructure activities are supposed to be developed below 477 meters above sea level. However, we are witnessing an influx of people building tourism facilities along Lake Malawi," Kambuku noted. "When heavy rains come, these infrastructures are submerged, and later, people blame us for not doing our part—yet this is entirely avoidable."

Kambuku warned that if left unchecked, such activities could compromise the integrity of the country's water resources and undermine efforts to manage them sustainably. He emphasized that anyone seeking to build along lake and river banks should obtain approval from the Authority before starting any projects to avert water-related catastrophes.

The NWRA, whose mandate includes managing, conserving, and controlling the use of water resources, has called for collaborative efforts among stakeholders to educate the public about the impacts of these activities on sustainable water management. Kambuku stressed that protecting water resources is crucial for Malawi's socio-economic development and the successful realization of the Malawi 2063 agenda.

"No individual can drive the country's socio-economic development without sustainable water resources. We need a collective effort from all stakeholders to ensure that our water resources are managed sustainably," Kambuku emphasized.

With reports indicating that water levels on Lake Malawi could rise higher than they have in the current hydrological year, Kambuku's comments serve as a critical reminder of the finite and vulnerable nature of the country's water resources.

NKHOTAKOTA, Malawi – The Ngala Beach Village Committee (BVC) has made significant progress in implementing a boat marking exercise aimed at regulating and identifying fishing boats. This initiative is designed to ensure that boats operate within regulated waters, improving policing and identification. So far, the committee has successfully painted and registered seven boats writes Charles Imitsani in Nkhotakota.

"As BVC, we are continuously engaging the boat owners to mark their boats. We are working with the Marine and Fisheries Departments to provide guidance on which boats need to be marked. A good number of fishers in our BVC have adopted this direction and are painting their boats," Ngala BVC chair Brook Phiri explained in an interview.

Phiri acknowledged that the boat marking has already proven beneficial, allowing them to trace boats based on their colors. He mentioned an incident where fishermen from Karonga were identified in the Ngala area through the distinct colors of their boats.

"Now we can trace all the boats coming from different areas by simply observing the color of the boats. Without necessarily having a formal conversation with the owner, we can analyze from the color of the boats. Recently, we had boats from Karonga, and they were painted with the colors of their districts," Phiri explained.

The boat marking initiative will aid in enforcing fishing regulations and ensuring compliance with sustainable fishing practices.

Both artisanal and commercial fishers dominate capture fisheries in Malawi. However, the lack of proper identification marking of fishing boats has hindered effective monitoring and enforcement of fishing regulations and fishery products.

In May 2024, the USAID-funded REFRESH project supported the Department of Fisheries in rolling out boat marking and registration to promote sustainable fishing practices and achieve ecosystem-based fisheries management on Lake Malawi.

Dar es Salaam, Tanzania (Panet Defence) — The governments of Malawi, Mozambique, and Tanzania have signed a Memorandum of Understanding (MoU) in Dar es Salaam aimed at enhancing cooperation in the sustainable management of the Rovuma River Basin. This landmark agreement will serve as a reference point for future discussions on basin management, the crafting of a basin treaty, and the establishment of a River Basin Organisation.

The MoU was signed during the Council of Ministers meeting for the Rovuma Basin by Carlos Mesquita, Mozambique's Minister of Public Works, Housing and Water Resources; Jumaa Hamido Aweso, Tanzania’s Minister of Water; and Abida Sidik Mia, Malawi’s Minister of Water and Sanitation. The countries are receiving support from the Southern African Development Community (SADC), alongside organizations such as GIZ-TWM, IUCN, GWPSA, and WaterNet.

Extending 760 km, with 650 km serving as the border between Mozambique and Tanzania, the Rovuma River Basin is rich in both aquatic and terrestrial biodiversity, notably within the 42,400 square kilometer Niassa National Reserve. The MoU aims to maximize contributions to the mutual management of the basin's resources.

Minister Carlos Mesquita stated that the agreement will facilitate regional projects and help mobilize financing for implementation, resulting in economic and social benefits for communities living along the Rovuma River. He noted that the river basin is unique in the SADC region, remaining largely in its natural state without significant storage infrastructure.

The agreement also seeks to address various challenges, including sustainable water use, vulnerability to climate-induced floods and droughts, water quality, and good governance practices. Mesquita emphasized the need for collaborative actions among the riparian states, especially in light of ongoing climate change impacts.

In addition to the Rovuma River Basin, Malawi, Mozambique, and Tanzania are also collaborating on the Zambezi River Basin, where the Zambezi Watercourse Commission (ZAMCOM) was established in 2024. However, Malawi has not yet ratified the agreement that formalizes the commission.

The signing of this MoU marks a significant step towards integrated and sustainable water resource management in the region, aiming to mitigate water-related challenges and enhance the overall well-being of communities dependent on the Rovuma River.

The Southern African Development Community (SADC) signed a protocol on shared watercourses on August 28, 1995. It came into force in 1998 and was revised in 2000.

The overall objective of this Protocol is to foster closer cooperation for judicious, sustainable, and coordinated management, protection, and utilization of shared watercourses, advancing the SADC agenda of regional integration and poverty alleviation.

Lake Chiuta, MACHINGA (Planet Defence) - The Department of Fisheries which is working together with Lake Chiuta Fisheries Association has intensified law enforcement activities around Lake Chiuta, resulting in the arrest and prosecution of individuals using illegal fishing gears.

In a recent development, offenders were apprehended and brought before the Machinga Magistrate Court, where they were charged and found guilty.

The court has imposed fines of MK200,000.00 on each of the four offenders, with a default sentence of 24 months imprisonment for contravening Section 42(1)(b) of the Fisheries Conservation and Management Act, 1997. Additionally, the confiscated illegal gears have been forfeited to the government and will be destroyed.

According to the Department of Fisheries, this milestone is crucial for the sustainable conservation of Lake Chiuta, a shared water resource that supports the livelihoods of thousands of people.

In support of these enforcement efforts, the African Development Bank-funded Sustainable Fisheries, Aquaculture Development, and Watershed Management (SFAD-WM) Project has been funding capacity-building training in Liwonde where the officials from the Department have been training a number of officials from different sectors.

The training targets magistrates, prosecutors, investigators, traditional leaders and fisheries associations, aiming to enhance the skills of police and judicial officers handling cases in the Lake Chiuta catchment area.

Considering that Machinga Fisheries Office does not have an Enforcement section, the Namiasi Monitoring, Control and Surveillance (MCS) Center in Mangochi has been leading these fisheries court cases together with the Lake Chiuta Fisheries Association in Machinga district, ensuring that fisheries regulations are effectively implemented to protect the lake's ecosystem.

Addis Ababa, ETHIOPIA (Planet Defence) – African Union (AU) Commissioner Josefa Correia Sacko underscored the crucial role of Africa's blue economy in driving sustainable development across the continent writes José Fucato in Addis Ababa.

Speaking at the African Blue Economy Week and the celebration of African Seas and Oceans Day, Sacko highlighted the sector's potential to foster economic growth, create jobs, and reduce poverty while preserving biodiversity and aquatic ecosystems.

Sacko described the blue economy, which encompasses marine and freshwater resources, as a "cornerstone" of Africa's sustainable development.

"As we navigate the complexities of the 21st century, it is imperative that we harness these resources responsibly and equitably, ensuring that they contribute to the prosperity and well-being of all Africans," she said.

The AU has long recognized the blue economy's vital role in achieving development goals. Sacko emphasized that the AU's Africa 2050 Integrated Maritime Strategy and the Blue Economy Strategy for Africa set out a clear vision for a prosperous blue economy that supports economic diversification and environmental sustainability.

Despite its potential, the blue economy faces significant challenges, including climate change, pollution, overfishing, and unsustainable practices. Sacko called for innovative approaches and strengthened collective efforts to tackle these issues.

She stressed the importance of regional cooperation, investment in marine science and technology, and fostering public-private partnerships to promote sustainable practices and resource management.

The AU is committed to supporting educational initiatives and capacity-building programs to equip citizens with the skills and understanding needed to protect and sustainably use freshwater bodies, seas, and oceans. These efforts include establishing "Centres of Excellence" in fisheries and aquaculture.

ZOMBA, Malawi, June 26, 2024 (Planet Defence) - The UN Food and Agriculture Organization (FAO) and the Fisheries Department in the Ministry of Natural Resources and Climate Change have embarked on regional awareness meetings to promote the National Plan of Action on Small-Scale Fisheries (NPOA-SSF).

These regional awareness meetings aim to ensure that small-scale fisheries are given proper consideration within district development plans up to 2030, addressing current challenges and ensuring sustainable development in the sector.

Malawi officially launched the NPOA-SSF on June 8, 2024 at a multi-stakeholder dialogue held at the Bingu International Convention Centre in Lilongwe. The event was presided over by Honourable Michael Usi, Minister and Vice President of Malawi.

The small fisheries sector in Malawi has faced various challenges, including declining fish stocks due to overfishing and environmental degradation. Despite fish from the lake providing about seventy percent of the country’s animal protein demand, increasing fish consumption has put significant pressure on these stocks.

To address these issues, the Malawi government adopted the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Alleviation (SSF Guidelines) in 2021.

In 2023, the Department of Fisheries, with support from FAO, developed the National Plan of Action for the implementation of the SSF Guidelines. This plan is essential for identifying strategies and actions needed at the national level.

Reinghard Chavula, District Commissioner for Zomba, the guest of honour underscored the important role fisheries sector play in supporting livelihoods among Malawians both those close to the shore and offshore.

“You will notice that most small bench household businesses in various locations have fish such as usipa and matemba sold on most verandahs. Indeed, the small-scale fisheries sector is ‘small in size but big in value,’ looking at the role it supports humanity," Chavula stated.

Hastings Zidana, Director of Fisheries, emphasized the pivotal role small-scale fishers play in risking their lives to venture in hard to sail areas to catch fish for most Malawian as food.

He noted that this fish provides essential proteins to most Malawians of over 60 percent on a daily basis. Zidana also thanked key stakeholders, including Professor Chiotha, the Regional Director of Leadership for Environment and Development (LEAD), for the continuous support and collaboration in these initiatives.

“Professor Chiotha suggested that we manage the pools in the rivers that feed into Lake Chilwa as an inland drainage lake. The idea was that the pools would replenish stocks in the lake once the rains returned.
